Conor Rafferty

Head of Middle East and Africa Compliance

Mr. Rafferty recently joined Jawan & Partners from BlackRock Plc, where he was Head of Middle East and
Africa Compliance based in Dubai from 2017. During his time in the Middle East Mr. Rafferty was
responsible for the build out of BlackRock's regional compliance function, with regulated advisory and
asset management entities opened in ADGM, Saudi Arabia, Qatar and most recently Kuwait. Mr. Rafferty
was the registered Compliance Officer and MLRO for BlackRock's operations in DIFC and the ADGM.​

Prior to relocating to Dubai, Mr. Rafferty spend 5 years with BlackRock compliance advisory department in
London where he was responsible for the firm's engagement with EMEA regulatory authorities.​

Before his time with BlackRock Mr. Rafferty spent 5 years at the Financial Conduct Authority as a senior
associate in the Financial Conduct Division, working on the banking redress framework following the
financial crisis of 2008, the development of the FCA regulatory Rule Book following the adoption of the UK
twin peaks regulatory model in 2013 and the transposition of the AIFMD to UK domestic regulation.​

Mr. Rafferty began his career as a paralegal and regulatory lawyer working at Friends Provident
International from 2000-2006 and as regulatory lawyer at Addleshaw Goddard from 2006 to 2008.​
